Job Description


The Iowa Department of Transportation is looking to fill a Transportation Engineer Specialist to assist the state. This position is located in the Office of Bridges and Structures, in the Preliminary Bridge Section.


Duties include: Manage, supervise, and direct the technical phase of preliminary plan development by consultants in the preliminary section of the Office of Bridges and Structures. This includes overseeing hydrologic and hydraulic design and analysis of various types of complex and/or unique highway structures including both bridges and culverts. The position's duties are mainly consultant oversight (project manager/coordinator).


Provide technical engineering assistance to consultants in the preliminary design of plans for all types of highway structures with primary emphasis on major projects. Review all preliminary plans to ensure compliance with Preliminary Bridge Guidelines and acceptable hydrologic/hydraulic modeling with no serious deficiencies, unworkable details, or notes inconsistent with the intent of the plans.


Review scope of services and contract hours submitted by consultants for primary bridge work for completeness. Negotiate reasonable hours and fees for consultant contract work.


Attend and represent the Bridge Office in meetings for project development related to highway projects and drainage issues. Provide expertise to other offices and consultants regarding structure type and drainage design.


Attend field reviews of projects to ensure proper preliminary design development.


Manage the coordination and scheduling of consultant work on the primary and interstate road system so that the goals of the production schedule are met.


Implement changes and updates to Preliminary Bridge Design Guidelines regarding hydraulic and drainage design procedures based on new research, design methodologies, and feedback from consultants and maintenance personnel. Keep consultants updated on changes to Guidelines


In addition, this position will work with other sections in the Office of Bridges and Structures as well as other Offices such as Design, Materials, Maintenance, ROW and Construction. Work will include having knowledge of bridge and culvert hydraulics, regulatory requirements, drainage law and stream geomorphology. Candidate should also have excellent problem solving skills, communication skills and be a self-starter.


Professional Engineer's License is required.


Minimum Qualification Requirements


Licensed as a professional engineer, and the equivalent of two years of full-time licensed professional transportation or related civil engineering experience. Must have, or prior to appointment, must obtain an active Iowa professional engineering license through the Iowa Professional Licensing Bureau - Engineering and Land Surveying Examination Board;


OR


a Masters degree in chemical, civil, construction, environmental, materials, structural, or transportation engineering; engineering management; or an area closely related to transportation engineering may be substituted for one year of the required experience;


OR


employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time experience as a Transportation Engineer.
