Job Description

This position is in the Accounting section of the Office of Finance. This position will be performing operating level professional accounting work related to a variety of payments, project accounting functions & other complex project agreements and other projects as assigned. Duties include reviewing contract terms, pre auditing and approving voucher payments, reconciling various project accounts and financial reporting of project activities. The work requires a close attention to detail, reconciliation and problem solving skills and a high degree of people and communication skills including the ability to work well in a team environment, the ability to work independently with minimal supervision and to work under pressure.


Duties will also include troubleshooting and assisting customers with voucher preparation, on-line contract applications and utilization of the project accounting systems. It is crucial the candidate be able to recognize accounting issues and initiate steps for proper classification and reporting within the Department's accounting systems to ensure compliance with generally accepted accounting principles, state and federal regulations.


The successful candidate must be able to perform the following duties accurately and independently; reconcile and account for project costs, resolve payment issues, pre-audit payments, research and apply various payment regulations & procedures (as outlined by the Department's Policy and Procedure Manual), the Department of Administrative Services Accounting Policy and Procedures Manual and other applicable state and federal regulations), independently prepare reports for inclusion in financial statements and as support for grants/contracts and learn to navigate through complex accounting structures of the Department of Transportation (DOT) and the State of Iowa accounting systems, extracting information as needed. Requires strong problem solving abilities as issues range from basic to complex.


Most duties of this position require the use of automated systems. A personal computer utilizing spreadsheet applications will be used extensively in project reconciliation and reporting tasks.


Shift: Hours: 8:00 a.m. - 4:30 p.m., M-F, First Shift, Flex time available.


Selectives


002 Accounting


6 months' experience, 12 semester hours, or a combination of both in accounting or the accounting field. Accounting is the measurement, processing, and communication of financial information about economic entities which includes individuals and businesses.


OR


208 Financial


6 months' experience, 12 semester hours, or a combination of both in one or in a combination of the following areas: accounting, auditing, budgeting, economics, or finance.


Minimum Qualification Requirements


Graduation from an accredited four year college or university with a minimum of twelve semester hours (or its equivalent) in accounting, business administration or finance; course work and eighteen months of responsible experience in accounting, accounts examination or verification, budgeting or closely related fiscal experience with a governmental agency, public accounting firm, or private industry;


OR


substitution of work experience in the public or private sector which entailed accounting, auditing, budgeting, assessment or computation of taxes, or closely related financial functions (e.g., treasurer, comptroller, accountant, auditor, budget analyst, etc.) on a year-for-year basis for the required education (thirty semester or equivalent hours equal one year);


OR


substitution of successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting for the required education;


OR


any combination of qualifying post high school level education and experience which totals five and one-half years;


OR


employees with current continuous experience in the state service that includes the equivalent of six months of full-time experience as an Accounting Technician 2 shall be considered as qualifying;


OR


substituting graduate level course work in accounting, business administration, or finance for each year of the required experience on the basis that satisfactory completion of 30 semester or equivalent hours of graduate level course work is equivalent to one year of experience;


OR


employees with current continuous experience in the state service that includes the equivalent of eighteen months of full-time experience as an Accounting Technician 1 shall be considered as qualifying;


OR


Certified Public Accountants may qualify with six months of the required experience;


OR


employees with current continuous experience in the state classified service that includes the equivalent of twelve months of full-time experience as an Accountant/Auditor 1, six months of full-time experience as an Accounting Technician 3, or twenty-four months of full-time experience as an Accounting Technician 2 shall be considered as qualifying.
